      An interim final rule establishing procedures for a "non-threat" certification is supposedly just weeks from publication, and is bound to generate some heated debate.
      Under The USA Patriot Act, state licensing agencies will forward hazmat applications to the U.S. Justice Department, which will check immigration, intelligence and criminal databases. That information will be forwarded to the Transportation Security Administration (TSA), now a part of Homeland Security, which will make the security risk determination.
